Defence Preparedness : Who Is Responsible?

If one has read the CAG’s report on the state of Ammunition that was reported in all dailies on 9 May 2015, the alarm bells would ring.  The report mentions that the Armed Forces have ammunition just for 20 days of intense war.  125 of the 170 types of ammunition is below the ‘minimum acceptable risk levels’  and 50% of the total types of ammunition; the holding was critical and  insufficient even for 10 days battle.  Which war the CAG has in his mind?

The country needs to equip for a two front war against China and Pakistan and the CAG needs to be more specific about his observations so that the Prime Minister has a correct picture on the state of our defence preparedness.

A two front war against both China and Pakistan; or a single front war against China or Pakistan? What about the trouble likely to be caused by foreign aided terrorists,  who will certainly fish in troubled waters? The country needs to equip for a two front war against China and Pakistan and the CAG needs to be more specific about his observations so that the Prime Minister has a correct picture on the state of our defence preparedness.

Such perpetual shortage has always been a bane on our war preparedness and no one seems to be much concerned about this serious security lapse?  Now let us look at the Constitution of India to pin point; who is responsible for this sordid state of affairs?

The Supreme Commander of Indian Armed Forces is the President of India.  However other than being the holder of this onerous position the constitution does not assign him any specific role. The President can always ask for accountability for the dismal state, should he perceive himself to be even symbolic head of the armed forces.  As the President does not feel obliged the mantle should then fall on the Cabinet Committee on Security (CCS) – the supreme security policy making body of the Government.  The CCS comprises of the PM, RM, Minster for External Affairs, Finance Minister and Home Minister.

Please note the three service chiefs are not members of CCS.  Thus the CCS is not privy to professional advice on Military matters institutionally.  Now let us delve further into our constitutional provisions to hold some one accountable for the security lapse?

First Schedule of Government of India (Allocation of Business) Rules, 1961 (Clause 3 of Art 77 of Constitution of India) states that the Business of Government of India would be conducted by the Departments mentioned in the First Schedule.  Please note none of the Service Headquarters are Departments of The Ministry of Defence and all the Departments of the Ministry of Defence are headed by secretaries who are bureaucrats.  Hence the three service chiefs and the three service headquarters are not authorised to conduct the business of the Government of India.  It has to be done through the Departments i.e. Secretaries (Babus) who are responsible to the Raksha Mantri and head the Department of Defence, Department of Defence Production, Department of Defence Research and Development  and  Department of Ex-Servicemen Welfare.

The Second Schedule states the distribution of subjects among the Departments. Now let us look at the Department of Defence. The Department of Defence that is directly under the Defence Secretary is responsible for “Defence of India and every part thereof including preparation for defence and all such acts as may be conducive in times of war to its prosecution and after its termination to effective demobilisation”.  Hence the Defence Secretary, is responsible for the Defence of the Country.  It means that he is responsible to keep manpower, equipment, ammunition, conduct of operations and prosecution of war including demobilisation after the war.

Pray please tell me: My Dear Prime Minister and Defence Minister, as to why are you not holding him accountable for the miserable state of ammunition and equipment state in the Armed Forces? What action the PM or RM have taken in the past 67 years of the country’s existence against the Defence Secretary?

The submarine fleet is on life support system and the IAF has the dubious distinction of having the same aircraft in the museum and on the runway.  Who is responsible for this? Whom has the PM or RM held accountable for this grave anti national act of omission or commission?

In 1962 after the humiliating defeat of the country our great civilisation was brought down to our knees by a hostile neighbour.  Now let us look what happened to whom all?  Let us start from the top : Prime Minister Nehru was so humiliated that he lost his stature and lost his will to live and died in next year and half.  The RM, the Army Chief and the Corps Commander resigned.  The Defence Secretary was Mr Pula Reddy who had been the defence secretary for the last four years and master minded the defeat to the nation and constitutionally responsible for the defence of the country went on a routine posting a month after RM resigned.

Gen VK Singh out of sheer disgust wrote a letter to the PM in Mar 2012 regarding cavernous  hollowness in the Indian Army.  The Air force was and is nearly 33% depleted and a riot of accidents in Indian Navy has shown to the world its poor state.  The submarine fleet is on life support system and the IAF has the dubious distinction of having the same aircraft in the museum and on the runway.  Who is responsible for this? Now let us look at the last three defence secretaries who are solely responsible for this disastrous state of our armed forces?  Mr Pradeep Kumar after retirement was appointed as the CVC for masterminding the hollowness in the Armed Forces.  Mr Shashi Kant Sharma ironically is the CAG who is finding fault on himself in his new avatar.   Look at the irony of  our system as to how we reward bureaucrats with higher constitutional appointments for carving out hollowness in the Armed Forces and aiding our adversaries; amounting to treachery? The present Defence Secretary has been in the MOD for ages at different levels is probably already looking forward for one of the higher appointments after his retirement.

The life goes on in the MOD, in the same nonchalance pace as they have the authority without accountability and the Service Chiefs who have the responsibility without authority as told to the press by Admiral DK Joshi, who took moral responsibility for the accidents in the Indian Navy and put up his papers.  The public should not fail to appreciate the MOD under Anthony and the Defence Secretary who worked at lightning speed to get his papers through and send him home.  The legal machinery that worked for Salman Khan’s bail application however quick,  can take a page or two from the MOD.

  1. Unhappy scenario in Indian defence deals comes to surface around 21 July 2017. One news piece allegedly talks about fake Chinese spare parts being used in India-made Bofors Dhanush guns. The other news piece highlights C AG report to mention critical shortage of ammunition allegedly being for less than 10 days war. These major worrisome concerns in news reports appear to be corresponding to this Vedic astrology writer’s alerts for more care and appropriate strategy in article “ 2017 – an opportune year for India with major worrisome concerns in February-March and August-September” issued widely to Indian news media last year in October and November 2016. Text reads like this : “ near August –September 2017 look to be presenting war or big terror, could also be through sea. Some issues could come to surface in relation to defense deals causing uneasiness”. Related places identified for focus were J K /Leh-Ladakh. Obviously, the alerts have been closely accurate.

The nation has inherited a defunct colonial structure of adminstration with no accountabilty or responsibilty of any of the top functionaries of the govt .The countries first free loader the president living in collnial setup spending amonthly expenditure of over a few hundred crores OF TAX PAYERS MONEY being the supreme cdr of the armed forces is neither responsible nor accountable for the armed forces . He invariably is aparty stooge rewarded for lifelong slavery to the gandhi family. Has time to meet all crooks , thieves but will not spare time to meet the exservice reps . The pm , defence minster the secretary defence , all collective thieves as proved during manmohans regime , a cabal of retd secretaries , senior serviceofficers shady businessmen where wives and family members are employed and liberally rewarded whilst the uniformed,civil ranks work on the files to benefit arms dealers , traders and the business houses . The nation honours pimps and prostitutes who are nominated to the rajya sabha but solders sailors , airmen who give their lives have no place . Earliar it was acorrupt congress govt , now mr modi wants to run the same set up with adefunct retarded bureucracy . The nation cries for reforms and disbanding of all old colonial structures , services , minstries . whether education health , sanitation , housing , home , defence or other 60 minstries .

  3. Subsonic Nirbhay are not required as he we have Brahmos. We make our calculations based on Pakistani Generals assessment? Our Defence Officers do not know what is happening in the world. Computer modelling need to be done- indeed we have gone far beyond it. etc The person who commented needs to do greater study on these matters and definitely harbours great prejudice against his own armed forces. Anyway; Good luck to him.
    Ours is a country with longest unresolved borders with hostile neighbours who are nuclear and missile powers and colluding with each other yet we do have a basic assault rifle for an infantry soldier? Unbelievable but true? Let alone naively talking of smart bombs? Yes there are few but they alone are not war winning factors. US has no dearth of smart bombs yet Ramadi and Palmyra fell to ISIS? Basic weapons have their say in wars of today.
    One of the comments only relate to 1971 war i.e. against Pakistan? China factor was not such a potent factor in 1971 war as USSR was on our side and it was the time China was clamouring for entry into UN for its permanent seat in the Security Council in place of Taiwan and wanted to show to the world that it was a responsible power. Hence a reasonable force was allocated for the Northern Borders and the war was prosecuted in winters for the passes to close. It is we who dictated the time and it may not be so every time?
    China would not use only Malacca Straits in the event of active hostilities against India. It has Sunda Straits, Lombak straits and Makassar Straits. Besides it has number of bases in India Ocean starting from Kyaukphyu in Myanmar, Chittagong in Bangladesh, Hambantota in Sri Lanka, Marao in Maldives and Gwadar in Pakistan envisaging the vision of ‘21st Century Maritime Silk Route. Please also note two Chinese nuclear submarines visited Sri Lanka in the past few months. Please also note the Defence Cooperation Agreement between China and Maldives this very month.

    • His first sentence is a clear indication that he has not studied well about missiles. I am sure he has not ready the article “Why is India keen on developing the subsonic cruise missile Nirbhaya, when it already has the supersonic cruise missile Brahmos?” It is the other way round . Whatever I have written is based on last four years study . The fact is that he does want to accepts the facts. Can he tell how is the IAF arrived a figure of 44 squadrons.? It is based on PAF figure. Majority of the old people from Army, Air force and Navy have lost the capacity to think beyond conventional war strategy. Army will think about Artillery guns assault rifle, ammunition, hand granide, and mines. IAF will think about dog fight and ask more number of planes and Navy think about Air craft carrier. There is no proper Co- ordination among the three services particularly between Army and IAF. India lost territory to Pakistan in 1971 war was due to delay in getting Air support. They won’t see each other. IAF first sent the out dated Canberra bombers knowing well that it is no mach to PAF F-86 Sabre jet fighter. PAF shot down the Canberra bombers. Can he deny these facts. He does not know SU30 Mki is operated by two pilots. In 1971 war IAF used two planes to conduct one sortie. Front plane is called front gunner and other plane is called rear gunner. Those days front gunners had to do so many operations at a time particularly at the time of dog fight. He had to chase the enemy plane and reach very close to the enemy plane to enable the correct hit.The main job of rear gunner is to warn the front gunner whenever he noticed another enemy plane attacking the front gunner. Since SU 30 Mki has got two pilots , it can be used to conduct sorties without another plane. So please study before writing comments . Do you know Except USA all the other super powers are decommissioning Air craft carriers.

  4. Criticism hearts the most; when it is true. It must have really hurt those who do not want to face the truth. When one fails to argue on points then he resorts to personal diatribe against me. Notwithstanding the following facts emerge: –
    Service headquarters are not empowered to transact Business of Government of India. It is as per Constitution. The duties of Department of Defence that is headed by the Defence Secretary is accountable as per constitution. It is not my version.
    All proposals of Chiefs/Service HQs have to go through the several layers of MOD with Defence Secretary heading the Department of Defence. They maintain two files; one original that originates from service HQs and the other MOD file, where they write their own comments and where the issue is decided. The final decision alone comes on the original file originated by Service HQs without the remarks of babus up the channel. The MOD file remains with them and the Service HQs are not privy to what comments have been given by the babus. The original file shuttles to and fro. A file directly from Service HQs is not entertained by any other ministry or finance department as the Service HQs are not empowered under the Government of India, Transaction of Business Rules, 1961.
    If indeed the Chiefs were responsible why should successive Chiefs have to write to the PM? Are they accusing themselves? A case in point Gen VK Singh’s letter to PM. The capital expenditures have to go through a maze of MOD babus, who delay, disrupt, find faults and the money lapses. The finance minister is grateful to them as it enables him to balance his budget at the end of the year from the surrendered funds meant for capital acquisitions.
    It is indeed amusing to read comments that one modern aircraft is equivalent to two; Whose aircraft; Chinese or Pakistan’s or own? China has all old planes; we have smart bombs; we do not need such a big navy as Malacca Straits can be blocked and Chinese Navy cannot come?

    • Do you know Smt . Indira Gandhi did not give much importance to Navy.I feel that the present Govt. must make a fresh study of our war strategy particularly in the case of Navy, which is draining valuable foreign exchange. Why do we require so many warships , conventional submarine and Air craft carriers? Our Navy does not have the right kind of war strategy. If we ask any naval officer their answer will be that China has more number of Naval vessels. But the fact is that Smt Indira Gandhi did not give much importance to our Navy during her meeting with the three Service chiefs during the 1971 war. So they might have thought that by increasing the inventory of naval vessels they may get the same importance as the other two services are getting. It is natural because only those who are having money and assets get better respect. Unfortunately, our Navy lacked proper planning and war strategy. During the period of Indira Gandhi, they could not change her policy.Perhaps she did not give importance to Navy knowing that China cannot attack India without a permanent base in Indian ocean. China so far has not succeeded in getting a port in Myanmar and Sri Lanka. This is a proof of her farsightedness! She had taken special interest in developing missiles because strategic points in Chinese mainland cannot be destroyed without long- range missiles, as it is far away from LOC. Only by increasing the assets we cannot fight against China. Do you all the Naval vessel are working out dated Array Sonar . This mean no protection against torpedo. Who is responsible for this ?. So do not try to put blame on the Govt. and bureaucrats. Whether Indian Navy have any weapon to destroy supercavitation torpedo. It is unfortunate that majority of the Defense officers have no clear idea about our actual defense requirements

  5. Lt Gen Kamath’s article. As per him, the Defence Secy is responsible for Defence of the Country,responsible for manpower,arms, ammo,conduct of Ops, etc etc.
    Hullo, did I get it right? Any person who says that , and that too an Army Offr ; well it speaks volume of his intellect, sense of responsibility and perception of his duties as a Lt Gen. So where are the COAS and the likes of him in the scheme of the duties in the Army.

    Are we to understand that all the ills in the Army are because of the Bureaucracy.COAS goes to the Court, almost all Gens after supersession put in a complaint or go to AFT. Pure story of “Main mangoo more and more”.

    The point being made is that just do not become Kejriwals after retiring and that too as 3 star Gen. In my opinion, this article or articles like these ought to be penned with a greater sense of maturity and responsibility. Definite a huge disappointment.

  6. Why is defense forces not using computer aided programs to find out the requirements based on 1971 war experience. I am sure Army will require very less ammunition than 1971. The bombs used on those days were not powerful. I read a report from PAF that the bombs used by Pakistan was not effective and IAF was able to repair the air port run ways with in three to four hours. Now we have powerful missiles and smart bombs. Some missile has often cut warships in half and reduced ground targets to smithereens. So I feel that the present Govt. must make a fresh study of our war strategy and reqirements. India Is a military power. We are in the 4th position and China is in third position. China may be having more planes. But we have best planes in the world. Chinese warship will not be able to cross Malacca strait and come to Indian Ocean. Nicobar Island is a Strategic location. So we do not require so many warships, Submarine etc.

    • The main and important issue is as WHO is responsible for the procurement of the munitions? Is it Mininstry of Defence or the ARMY/NAVY/AIRFORCE HQs??

      The answer to this question will give the accountability of that organisation who has brought such a situation over a period of 60 years right from 1947 till 2013.

      Two actions required. First punish the guilty. Secondly , take urgent action to meet the present requirement. Blame game should be over.

      • First of all this is one year old C A G report. So this has happened during UPA Govt. time. So NDA Govt is not responsible. By taking action is not going to solve the problem . More over all these are out dated equipment. and not going to make any difference in the modern war fare. All these reports are to confuse the people. India is well prepared to fight a modern war fare using missiles, smart bombs using helicopter gun ships.

  7. Majority of ammunitions are self life items. How is the army calculated one day requirement.? Is the calculation based on some Pakistan generals view.? But In the case of IAF requirements 44 squadrons of fighter planes are based on PAF view. After the 1971 war PAF said, India achieved air superiority because India had 44 squadrons. But In 1971 war IAF had only 34 effective squadrons, each of which consisted of 12 planes . IAF had 16 air craft per combat squadron but the effective availability during the 1971 war was 12 per squadron. So in 1971 IAF had 408 effective planes. Now we have 582 effective fighter planes.excluding Mig21 .Since SU30 MKI is being operated by two pilots there is no need for an extra plane to work as gunner during sortie. So SU30 MKI is equivalent for two planes . Tejas can conduct sortie without gunner because it has been provided with AESA avionic of Israeli design . If we use AWACs, all our fighter planes can conduct sorties without escort plane. AWACSs will give warning . Now we have double the fire power over a period of time. More over if we consider 12 fighter planes in a squadron, it is stated that we have 48 .5 squadrons. If we consider 16 fighter planes in a squadron, we have now 36 squadrons. The important thing to consider is the number of planes, not the squadrons. This is the kind of tricks they play against the civilian Govt. with the help of foreign agents. This is the age of missiles and avionic. No old weapons will survive against missiles. Please read this article. Why is India keen on developing the subsonic cruise missile Nirbhaya, when it already has the supersonic cruise missile Brahmos? Let us not worry about ammunition. It is high time to stop blaming government and DRDO. It is unfortunate that majority of the Defense officers have no clear idea about our actual defense requirements and do not know what is happening in the world.

  8. Over a period of time a myth has been created that the cause of delays in procurement of defense equipments are due to bureaucrats and DRDO. But the fact is that no Govt. will be able to meet the inflated demands of the defense services without proper specification. Recently I read a report that “The ongoing acquisition of bullet-proof jackets for soldiers on the border may see a further delay as ammunition manufactured by the Ordnance Factory Board(OFB) is failing to meet velocity requirements.” Ordinary people will think that the Govt is not able to give even minimum protection to the soldiers. But discerning people will understand that the earlier purchases were not done on proper specification, and probably purchased inferior-quality products. I still remember a paper report that Hemant Karkare was wearing a bullet- proof jacket when he was killed by terrorists when he was sitting inside a Toyota Qualis . The question is: will this really save the soldiers from the bullets of AK – 47 rifle, missiles and snipers ? Ceramic shield will help to some extent. But it is heavy and restricts the movement of the soldier. But no bullet- proof jacket can save a soldier from snipers. This will be useful when fighting against terrorists and Naxalites, but not in real war. Majority of the demands submitted by the defense services are made without any proper study. Defense ministry should ask many more questions like whether any study has been made to know how many soldiers’ lives have been saved by the use of this jacket all over the world? What is the make they used and what kind of weapon the enemy used? In the real battle Helicopter Gunships are using sniper rifles and missiles. Army has to use mechanized infantry, instead of soldiers marching or fighting on foot. Our Army still think about conventional war like soldiers marching or fighting on foot. Why do we require so manly submarines ?

  9. Is India getting ready for another Kargil or to give up Arunachal? Musharaff is a declared enemy of India and did his job well. India did not. India never learns. Probably never will. Kargil was a fiasco for India and was re written to political convenience as is most of Indian “truth”, “History” laws and court judgements. It all depends on what point of the action you came in on. The Air Force and artillery should have pounded the Pak positions BEFORE the infantry were ordered to retake the fortified heights. NOT after they were already within 50 yards (OR less as per eye witness accounts) from the bunkers. Kargil is a cover up of India’s inadequacies. India lost thousands of soldiers (covered up and made out to be less than five hundreds) to recover land that was India’s own to begin with. It was a failure in intelligence, in logistics (the ammunition for the artillery arrived after the soldiers had been sacrificed to recover the heights from Pakistan’s entrenched and fortified “Northern Light Infantry” and there were no Anti-Sam decoys leading to the downing of a MiG, a chopper and the withdrawal of the Air Force), in command and control (the infantry battalions was ordered to retake the heights without air or artillery cover while even a Platoon commander knows to lay a mortar barrage and smoke screeen before ordering bayonets to be fixed), and the pusillanimity of the leadership (Vajpayee, in a Nehru redux, squealed to the US and took their advise to ground the IAF and proscribe their flight over Pakistan). At the end of the day, the poor infantry, who are “paid to die”according to India’s Neta-Babu-Milard-Cop-Crony Kleptocrats had to take the brunt. My junior from the NCC came out with just four survivors and a basket full of gallantry awards from his Battalion, 1/XI GR (approx 260 soldiers) after retaking just one of the promontories.

  10. The article was giving moderate information on who is /was responsible for the fate of the armed forces.
    Sir, I would like to draw your attention that the debacle brought by 1962 war on India, was on the head of the then Defence minister Mr. Menon, who was a ” Pacca” communist & misguided Pundit Ji on the Chinese aggression, was the known fact.

    During the 1971 war, our late Sam Bahadur stood up, single handedly against the mighty Mrs. Indira Gandhi’s government & pointed out the drawbacks of military preparedness prior to war with Pakistan.

  11. The ‘Allocation of Government of India Business Rules’ were signed on 14 Jan 1961 by President Rajendra Prasad. Pandit Nehru was the PM and Krishna Menon was the RM. Pandit Nehru had always believed that the Armed Forces were instruments of British and Krishna Menon had great distaste for the Armed Forces. Both of them learnt their lesson at the cost of the nation.
    Thereafter no one is wanting to change the same and the tragedy unfolds sacrificing the security of the nation.

  12. THE SENIOR ARMED FORCES LEADERSHIP FOR PERSONNEL PELF , BAND BAJA AND PERKS SURRENDERED THE POWERS TO THE BABUS FOR PROMOTIONS TRANSFERS , TRAINING , EQUIPMENT AND ALL ASPECTS OF DEFENCE . IF ONLY THE FLAG RANKS HAD NOT FAUGHT LIKE MONKEYS THE BABUS COULD NOT HAVE SURPED THE POWERS AND BECOME CATS . . THE ONLY REMEDY NOW IS TO INTEGRATE THE THREE SERVICES WITH COMMON APPOINTMENTS FROM COL AND EQUVALENT LEVEL IN BRIGADE , DIV , CORPS AND COMMAND HQS AND SIMILAR FORMATIONS IN THE OTHER TWO SERVICES . , TRAINING ESTABLISHMENTS , AND AT SERVICE HQS . THE CDS CAN ONLY FUNCTION WHEN SERVICES ARE INTEGRATED FROM BAND , REGIMENTS , SHIPS , SQUNS ONWARDS WITH COMMON INTERSERVICE STAFFS . EXPOSE THE DEFUNCT , OUTMODED , INCOMPETANT , WASTEFUL AND RETARDING FUNCTIONS OF THE CIVIL BEUREUCRACY AND HAVE THE PM , DISBAND THE AFHQ CADRES , CENTRAL SERVICE CADRES AND IAS CADRES OF MOD . THESE WELL ROUNDED INDIVIDUALS MUST THEN SERVE IN ARMY AIR AND NHQ BEFORE TAKING UP APPOINTMENTMENTS IN MOD AS JOINT SECRETARIES , WHO ARE UNBIASED TRAINED , PROFESSIONAL AND SWIFT TO HAVE THE SO CALLED CIVILAN CONTROL UNDER THE DEFENCE SECRETARY .   13. A very hard hitting article. Unfortunately these babus are present everywhere. The health sector has been devastated too. So now the responsibility is of the care giver. Neither of the concerned patient who should be compliant nor of the babus.
    The decisions should be in the hands of the people who know the field. Not an arts graduate who couldn’t get selected any where else.

  14. General it’s the same old story “who came first the egg or the chicken”. The defence apparatus of the country is handled by people who have no idea of what defence preparedness is all about. We appoint defence ministers at political whims – if you see the list of people who have been defence ministers – its appalling and it tells you the whole story as to the fate of the defence of the country. ITS TRATRIOUS. The whole system of India’s’ defence preparedness stinks. But in the Democracy that is India who is to be held accountable – accountability is a bugger’s muddle. I in my 32 years of service in the Army have handled many a visit of VIPs/VVIPs of the Defence Ministry. My experience was as that I could have been talking to the wall – they were just there for a visit. We can make a fruit seller the defence minister and it won’t matter. The Defence Secretary is another sad story – an IAS bloke who has been a district collector – licked the B’’s of the politicians and has risen up in the ranks of a politically mastered and a bastardised bureaucracy. But how many Chiefs have told the Government that they can’t run the Army and would like to go home?? They also live and let live. But doesn’t the country deserve to know? This report will again be brushed under the table and the INDIAN WAY OF LIFE will continue.

  15. As Armymen, individuals are always under discipline. But what stops them taking same discipline and honour to these Babus who sit in ACs and decide abt soldiers posted in Rann of Kutchh & at Siachen. One only needs two or three instances of using stick. Rest babus are smart enough to gauge the mood. But one will have to dare. Generations of Armymen who had extreme Pride & Confidence to take stand are already becoming extinct, if not gone already.

  16. The man at the helm of affairs in the Defence Ministry as also the Under Sectetary and Joint Secretary in the Ministry to be held respondible for the omission n commission.Treat them as Anti national traitors and dealt with accordingly.

  17. As per the Rules of Business of GOI , it is Defence Secy !! Read it !! All of them in the last decade should be on the mat and punished. Who gave this approval that Defence Secy is responsible for the Defence Preparedness should also be asked why such a approval was given!
