In effect the IAS probationer is not only assured service till the age of 60, he is also assured maximum pension of the rank he reaches. Not so for a fauji. Why not? What is the faujis fault? Why is he discriminated? Are faujis the wretched unwanted children of the work force of Government of India? When these facts are explained lucidly by influential TV anchors and newspaper editors, then Indians will comprehend OROP, and why it is justified? It is pertinent to add that the fauji is not seeking what the IAS gets. He has no quarrel with what any other Govt servant gets. He wants what he justifiably deserves. Therefore the next question, what do faujis actually want?
A Fully Justified Benefit. Without doubt, the conditions of service for faujis and their families are more difficult than for any civil servant. The trauma of frequent transfers, changes of children’s schools, serious threat to life and limb, and near certainty of retiring by 50 years, is itself adequate grounds for generous compensation. The aim of Govt, which includes IAS bureaucrats, should be to find ways and means to deliver this compensation gracefully and willingly. It should not be wrenched from the arms of the IAS boffin as if he were giving away his share. Look at it another way.
Rate of promotion in Armed Forces is much slower than in civil services. It takes at least 30 years to reach the rank of Major General, whereas IAS cadres get to Joint Secy, equated to Major General, in as little as 18 years.
Most IAS officers, who get posted to Central Govt after their tenures in districts, remain in New Delhi hopping and skipping from one ministry to another for 15 to 20 years. They stay in the same house in the New Delhi and their children complete school and college without disruptions. Observe the stability for the IAS officer and family — absolute constancy! During the same 20 odd years of serene IAS stability, the fauji gets transferred at least six times, with changes of schools, homes, settling in and packing trauma, different climate and associated health problems and forced family separation because of operational assignments — all this happening unfailingly every two to three years? Does this not deserve recompense? Would not One Rank One Pension be the most appropriate gesture? Is OROP not justified?
Impact on Other Central Government Cadres. This is a myth to deny the Armed Forces their justified demand of OROP. All Central Services employees serve till 60 years whatever rank they attain, and automatically get full pension of that rank. Rate of promotion in Armed Forces is much slower than in civil services. It takes at least 30 years to reach the rank of Major General, whereas IAS cadres get to Joint Secy, equated to Major General, in as little as 18 years. Look at the incongruity, the civil servant starts getting a Major General’s salary with 18 years service, a good 10 years before the fauji gets it, yet the civil servant grudges the fauji OROP. Someone should tell the bureaucrat that the Indian Armed Forces are not the enemy.
Is OROP a Financial Burden on India? Another cussed bogey is that OROP will be an unbearable burden for India — pure lies, misleading propaganda, obstruction to deny justice to the faujis. Whenever all else fails, the Armed Forces are called for remedy. Foot bridges for CWG are re-built by the Army? When Central and State governance fail against Naxals and Kashmiri militants, they want the Army and Air Force to take over. When natural calamities overwhelm, the Armed Forces are called in. What is tragic is that in planning bridges, making disaster relief plans, formulating anti Naxal operations, the Armed Forces are never consulted, but when the chips are down, they are ordered to step in.
Conclusion
The investments into these frequently failing Central Govt organisations will dwarf OROP payouts. Is it not shameful for India to treat her faujis in this shabby manner? Is there no ‘sanskara’ in the way politicians and bureaucrats function? Have they divorced themselves from what is right? Should the ‘babu’ do to military personnel what is repugnant to him? The mismanagement of CWG/G2 Spectrum is an object lesson on how politico -bureaucratic-extra constitutional combine ruin a straightforward project for greed powered by ego or ‘ahankaar’. OROP is not a burden, but an obligation to be fulfilled by Indians for their Armed Forces.
The unusual and unstable service conditions ‘enjoyed’ by Armed Forces officers and men along with their families are unparalleled requiring a unique and compassionate approach to their scales of salary, pension, housing and so on. Nothing hurts the fauji more than unjust treatment which is crafted with deliberate cussedness and meanness by those who know better and should respond in a balanced manner. OROP is justified whichever way it is examined, it is neither bad in law, nor is it discriminatory.
OROP is not a burden, but an obligation to be fulfilled by Indians for their Armed Forces.
Unsettled service conditions, greater risk to life, forced separated living; severely disciplined environment and denial of many privileges available to civilians are peculiar to the fauji. But none of these are determinants for OROP. The fauji is not complaining about these restrictions, he accepts them as a part of his duty.
The moot issue is that the fauji has to retire at a young age, his retirement is determined by the maximum age attached to rank he holds, he therefore cannot serve till he becomes eligible for the maximum salary of that rank, and thus cannot get the maximum pension for that rank. Against this, his civilian contemporary can serve till 60 years irrespective of rank and thus gets the maximum salary and automatically maximum pension. This anomaly is unacceptable in any civilised society. A disciplined military cannot and will not take to the streets to protest injustice like other sections of society do.
Of the many pillars of India, most are accused of corruption, sycophancy, cronyism, lack of courage, regressive and such adverse epithets. The Armed Forces remain unaffected and is the sole unblemished pillar inspite of occasional black marks. For the civilian politico-bureaucrat-technocrat together with extra constitutional power centres, to mistreat and deliberately mismanage the issue of OROP is criminal with serious implications on both external and internal security of India.
All that the Armed Forces request is that any soldier, sailor, airman, must get a pension corresponding to, the current salary for his rank the and actual years of service put in, irrespective of when he retires. A Havaldar who retired in 1975 with 18 years of service must get the same pension as the Havaldar who retires today with 18 years service. A wing commander, who retired in 1994 with 22 years of service, must get the same pension as a wing commander who retires today with 22 years service. There are no riders, no deletions and no add-ons. It is as simple as that, because, truth is the only thing which cannot be improved upon.

Fundamentals of our pension system is not right… we have to move towards a contributory system…otherwise the govt budgets will simply implode.
Then in case of civilian employee it can also be said that a person retiring before the pay commission should get the same pension as the person of the same rank that retires after the pay commission.
It can also be said that an army official starts getting pension 10 years earlier and can work elsewhere and can earn an additional income. Also, the pension has been removed in case of civilian employees from 2005 onwards whereas it is still there in army.
The age of retirement is clear from the beginning so a person joining an army is aware of the implications.

Why do we require Air craft carriers?Air craft Carriers are the costliest defense equipment, which are required only if we fight a war far away from our country, where fighter planes cannot travel such a long distance. More over Aircraft carriers are not allowed to move alone. It is like a king. It should be protected from all sides by other warships and frigates. The Navy officers do not know strategic points in the Indian Ocean. ! We are the second biggest army in the world. No Civilian Govt will reduce the army strength.

Sir, Since independence Armed forces salaries/pension were fixed by the pay commissions at their will, as their representatives were not there in pay commissions. Only recommendations and suggestions asked and kept. A separate Pay commission is needed to Armed forces in the pattern of state and central pay commissions. Troops work round the clock(24 hours) thus their one day is equal to three days. whether they like or not they have to be there, away from families in extreme climates. they have been forced to leave the employment with fitness/defence needs to keep services always young. MPs[MLAs get pension for life even though they are public servants after 4-5 years, in addition with medical and other benfits to self and their families. this disparity exists. pensionrs should be observed automatically in civil services till they attain 58/60 years and then they be given pension. this is one way of protection government can give to armed forces persons.
Armed Forces personnel neither seek the same benefits as others nor dispute what others get. A soldier retires at about 35 years of age. He does not even get full pension benefits of 33 yrs of service. Make provisions for an assured job for him till the normal retirement age. He earns his full pension. Any Problems other than political will?

For the state of the services and the way they have been treated by the powers that may be,dos’nt reflect well on our senior leadership having allowed govt. to get away with it. after all soldirs are performing equally if not more important functions than our civilian counterpart.by the tims service officers reach the seniority level at which they can influence govt. policy they get involved with their own promotion, extentoin etc and therfore are unable to take up required service issues with due emphasis.
Alas a very detailed article. Alternately, the govt. could consider absorption with full reckonable service in the civil carder till 60 years of age. They will not do that also for the fear of the forces outperforming the civil counterparts. the politician will get a lot that will perform and intern enhance their chances of re-election with good implementation of their programs.
It is not only the bureaucracy to be blamed. Our own so called senior officers were so selfish that they never were bothered about other brother officers. For instant.. no babu had stopped the Indian Navy from extending the benefit to all the officers who had spent 26 yrs of service. It was only some of the senior guys not having any concern for the junior officers were responsible for refusing the benefit to the erstwhile TS commanders to get promoted to Capt TS. So please for heavens sake do not blame the babus only.

A Sepoy who is not getting promotion to higher rank is retired after 17 years of service and when he is 35/36 years old and similarly Naiks and others upto the rank of Subedar Major two years plus( Nk 22/40 yrs age, Hav 24/42, Nb Sub 26/44, Sub 28/46 and Sub Maj 32/50). What is their fault , they are also central Govt employees and must be given job guarantee upto 60 years of age at par with the civilian, how can they survive with the little amount of pension when their children and at the young age and school going. The present BJP Govt under PM Modi ji had promised the exserviceman community to implement OROP after coming to power immediately. But since last 3 months passed they have not issued any Govt orders to PCDA / CGDA for imddiate implementation of the same while the defence and finance ministries both are with Mr Arun Jetly ji. In the interim budget speech Mr Chidmbaram honourable finance minister of then UPA Govt has decleared in the LOkasabha in the interim budget speech in Feb that OROP has been accepted in principle and will be implemented from next fiscal. Till now no orders, matter may please be taken to Govt notice through our EXSM Association in Delhi for early implementation please.

I bet what ever it be i bet its less important then defence of our country.I wish you visit any army cantonment and , preferebly in WAR prone areas ,leh etc and you will see what army is doing for you.I am not in defense sector, but father served indian ARMY for 23 yrs.I am currently in a private JOB in IT industry and i see how i work day and night for a foreign client.To make money for them.My company pays taxes to govt , but doesn’t compare in any way to the benifits that we indians reap out of services provided by indian army. Get it this way there is no sector or service in india that we lead to total break down if it is closed for 1 day.IMAGINE !!! if indian army shuts down its operations for complete 1 day.. what will hapen ?? This in an outstanding issue since 1984 and the government should settle it giving priority.
Gp Capt AG Bewood has written a well researched article and he might have put lot of efforts to garner the data he has eloborated. I salute him for his wonderful work. I feel he should have given copies of this article to news papers so that it is read by all concerned as this source is limited to few only. Otherside of the story, lot of work is required to ractify problems of ex-servicemen by GOI. Retired defence persons need to be looked after but solutions seems – Go to courts and claim your entitlement. What happended in case of Rank Pay?. Likewise OROP should be wef 01 Jan 2006 and not from 24 Sep 2012. Time will tell, it will be paid later by courts and not by GOI now.

thank you for a very clear picture on one rank one pay. Before reading your treatise I believed the ex servicemen were being greedy. Now I see the danger this poses on serving soldiers.
Our politicians have no clue of governance. That 30% of MP’s are with criminal cases and each was favoured by a political party makes our Lok Sabha a don’s den not a temple of law. IAS is no more than a bunch of “mug pots” who score the marks by roting through Coaching. Rightfully called “Babus” nothing more than highly paid clerks. With decision makers the “Officer & gentleman” approach of Ex Servicemen will not achieve anything.
Neta understands only votes. For that he embraces even criminals. remember Phoolan Devi a murderer was an MP???? ?I humbly suggest Ex Servicemen must combine and make a Vote Bank that will make the Neta come to you. Each Ex Servicean has at least 4 immediate family mmbers and 10 extended family and 20 friends. This is a large Vote Bank albeit dispersed all over the parliamentry constituencies. Noine the less thsi will awaken the neta of the most stupid kind.

Q 1 – During war will it be okey to say ? – Hay ememy wait; I will resume my fight with you after 16 hours as I am paid for 8 hrs salary only as my other counter parts like IPS/IAS and rest of the govt employees.
Q. Will our enemy listen to this?
Q Will this nation aford this pattern of warfare to protect the motherland?
My job responsibilities were always for 24 hours. I served for 28 years and did not recive my salary for 16 hours a day or 56 years or means this was overtime and should get double the salary means 2 x 56 = 112 years.
My first demand the this nation is pay me 112 years salary with interest.
My Second demand is One Rank one Pension.
Lets get united and demand our legitimate arrears.

In today’s world what matters most is the bargaining power, which can only be achieved through solidarity. I wish and pray that all the uniformed persons be those officers or other ranks must come under one flag. The sooner its achieved the better it shall be.
Myself and my younger brother are from NDA, joining of which was considered to be a big acievement. Today let the govt carry out a survey and find out how many children of armed forces forces officers have selected armed forces as their career or how may daughter s have opted to marry armed forces as career. Alas! none from the persons I know of..
Will the Govt and the country allow the situation to deteriorate so much to the extent that it becomes irreversible and the country at large suffers when there shall be a real need of persons of great moral values.
I wish and pray that the politicans and the govt as such will understand this aspect, failure to do so shall be at the cost of compromising the very existance of the nation and it’s people.

When any discussion starts about benefits of soldiers, evryone talks about officer cadre benefits, rarely being talked about JCO/ORs. What if one soldier gets group d scale after 20 years just think about it.
Dear Sirs, The corrupt system of this country and the corrupt politicians can never give justice to the defense people regarding one rank one pension, because we are disciplined and Nationalists, that is why these groups to LOTTO this country like their own property in the shelter of so called Democracy, gets certificate from Janta for five years by votes.I feel We ESM”s are fool, crying like a child for orop, why we should cry? We got disciplined power in our hand, we are empowered to do what ever we feel like to do within no time.Its a matter to think in the interest of the Nation. We defense people can not become a watch Dog to protect their corruption deals? A MP draw Rs.60,95,000/- Lacs approx, per year ( having no qualification ), their salaries are hiked more than 200%,even than few MP’s are not happy, Why ? 543 MP’s of Lok Sabha, five years National expenditure for them come to Rs. 1654 corers plus could make their lives livable and lotto this country, Why ? Leaders of ESM’s have to review the action plan for this long pending demand, the new plan & rout to the Aim to achieve.

Thanks for such a good article. Why can’t the Politicians understand our right demand , Even enough media coverage is not given, For which our Ex-SM associations should take Matter to every where, when ever big rallies are held all over country so that political press-or develops. Only way to wake-up our government is vote and that can be done by ESM, That too when our Top Brass come forward for this matter. Once again Thanks for your efforts.

Let us know the latest position of one rank one pension. Has the same been accepted by the Govt. of India ? If accepted , when will it be implemented? Please clarify.
Kindly do let me know whats up in same rank same pension because my father was in service and he is no more now and we are having a family pension. I would be very grateful to you.
