Diplomacy does not imply ignoring the obvious where national security is involved. When China warned India to cease oil exploration in Vietnamese waters, there were calls that India should raise the issue of Chinese presence in POK as a counter. The latter should not have been contingent upon Chinese objection to our assisting Vietnam in oil exploration in the first place, silence being tantamount to acquiescing. The issue should have been raised long back knowing China is undertaking development projects globally through companies owned or managed by PLA, employing both veteran and serving PLA personnel. Reports of tunnels being dug by Chinese in POK and Pakistani civilians denied entry in such areas puts a question mark on the purpose of such tunnels. The issue is even more serious with Gilgit-Baltistan area reportedly being leased out by Pakistan to China for 50 years. Are these tunnels being dug to house missiles under facade of hydel projects? What is the legality of Pakistan leasing Gilgit-Baltistan to China and for that matter ceding Shaksgam to China in 1963?

Reports of tunnels being dug by Chinese in POK and Pakistani civilians denied entry in such areas puts a question mark on the purpose of such tunnels.

During the 5th India-China Defence and Security Consultation held in Beijing on 14 January 2013, Qi Jianguo, Deputy CGS, PLA stressed on the importance of India-China relations, hoping to establish a strategic partnership with India featuring equality, mutual trust and new-type military relations including long-term stability and friendly cooperation. If China is serious about developing such a relationship with India, what is holding us back in doing some plain talking to ascertain the seriousness or otherwise of Chinese intentions with regard to future India-China relationship? We should have learnt from the 1967 happenings at Nathu La and the 1986 Sumdurong Chu incident that resoluteness pays and is respected.

A plain speaking dialogue with China is even more essential with respect to Chinese involvement in the unconventional war being waged in our hinterland. Consider the following open source reports:

Zhou-en-Lai visiting Pakistan in early 1960’s advised Ayub Khan that Pakistan should prepare for prolonged conflict with India instead of short term wars by raising a militia force to act behind enemy lines (present day jihadi manifestation)

  • China’s little known Ministry of Foreign Liaison established in the Mao Zedong era, spawned Maoism in Nepal and Myanmar, plus other radical organisations in countries like Japan, Philippines, Cambodia and Peru.
  • Zhou-en-Lai visiting Pakistan in early 1960’s advised Ayub Khan that Pakistan should prepare for prolonged conflict with India instead of short term wars by raising a militia force to act behind enemy lines (present day jihadi manifestation)
  • China developed links with Al Qaeda and Taliban years back and both these terrorist organisations are linked to LeT (covert arm of Pakistan’s Military-ISI combine) as well as other anti-India terrorist organisations.

China has been providing tacit support to Pakistan’s anti-India jihad

  • including for reason that Pakistan keeps Uighur separatists hiding in Pakistan under check – similar to Pakistan assuring US that terrorist organizations like Taliban-LeT will be reined in and not permitted to attack mainland USA.
  • CPI (M) cadres have been visiting China in the past with consequential spurt in Maoist insurgency in India.
  • Post the Royal Bhutanese Army routing ULFA from Bhutan, ULFA were accommodated in camps on Chinese soil and provided training and arms.
  • Chinese nationals have been apprehended in India with fake Indian documents in a bid to contact north-east insurgents.
  • Chinese arms and sophisticated communication equipment is being supplied to Maoists. More significantly, China has assisted Indian Maoists establish ‘arms manufacture’ facility. Similar assistance has been given to Kachen rebels in North Myanmar who now are supplying assault rifles to the PLA in Manipur and further to the Maoists.
  • China-Pakistan irregular proxies are trying their utmost to integrate various organisations operating within India. Ammunition with Pakistan Ordnance Factory markings has been recovered from Maoists. Maoists have extended their operations to Assam where recently a 1.5 kilogram Uranium IED has been recovered.
  • Nepalese Maoists links with Indian Maoists were identified some three years back. LeT representatives have been attending Maoists meeting since last few years. At the Southern tip of the Maoist insurgency, LeT has established footprints in Kerala, where the PFI (Popular front of India) donned combats and picked up arms against the Indian State some five years back.

China has been providing tacit support to Pakistan’s anti-India jihad  there are no rules, with nothing forbidden. It stated that if mankind has no choice but to engage in war, it can no longer be carried out in the ways with which we are familiar. Referring to the terrorist attack on the US embassy by Osama bin Laden, gas attack on Tokyo subway by Aum Shinrikyo and havoc wreaked by likes of Morris Jr. on the Internet, degree of destruction not being second to war, representing semi-warfare, quasi-warfare, sub-warfare – embryonic forms of another kind of warfare. Significantly, it emphasised that the most modern military force does not have the ability to control public clamour, and cannot deal with an opponent who does things in an unconventional manner. On the battlefields of the future, the digitised forces may very possibly be like a great cook who is good at cooking lobsters sprinkled with butter, when faced with guerrillas who resolutely gnaw corncobs, they can only sigh in despair. It also suggested developing weapons that ‘fit the fight’.

Is this what China is applying against India with the ‘Shashou Jian (Assassin’s Mace) incapacitating India from within through insurgencies and terrorism, ‘Assassin’s Mace’ being relevant to both conventional and unconventional warfare in Chinese military strategy. On the sidelines of a recent international conference, a PLA Colonel said that such activities emanating from Chinese soil would essentially be without knowledge of the PLA and Chinese intelligence agencies, which is hard to digest but even if for a moment this is believed, it implies there are anti-India non-state actors operating from Chinese soil. All the more reason, that India should discuss it directly with China. Additionally, Pakistan as the source of global terrorism must form an essential part of the India-China Defence and Security Consultations, besides political and diplomatic parleys.

  1. China is a Existential Threat to India-This was rightly taught to the Army officers at the DSSC Wellington by Late Field Marshal Sam Manekshaw as Commandant. The Min.Of Defence & Army HQ goaded by the Army Chief [ Genl.Thapar ] & the ” Kaul Boys ” subjected Then Maj.Genl. Maneckshaw to a court of enquiry & blocked his promotion for 18 months.Subsequent events proved him right..It is said That Fortune Favours the brave & Truth ultimately prevails. We need Bold & Fearless Chiefs to give the right advice to the Politicians about China & subsequently assert their position to get proper funds,men & material to strenthen our Security-Both External & internal. There is now need for a CDS as well as formulation of a National Security Doctrine.

  2. I just might feel, that the islands that China disputes with her neighbours, are seemingly in dispute between four nations, perhaps. These islands are actually near the Chinese coast. The issue must be urged to be resolved to the govt.’s involved. I mean, the Andaman Islands are Indian and also as sovereign as is India. It also seems, there is no mainland nation near the Andaman islands. Even then, it would be a concern, if the Chinese navy was seen patrolling the region, to India, since words are spoken about how we are not friendly nations to each other. India has relations with Japan, too, not based on diplomatic considerations, and we must further the relation, with diplomacy too.

  3. 2 questions keeping in mind

    There are so many reports of what China and Pakistan is doing. There are these reports linked with forseeable future with the forseeable movement of geopolitics.

    Q1) Why not ask India what it is doing, asking India is putting the onus of answering the question directly on PMO and the supreme commander of India’s armed forces, the President.

    2) How do we ensure that the IAS,PMO and the Chief of Indias armed forces are acting.

    These 2 questions as any analyses any forewarning etc is of no use if just putting forward and no proactive action taken to counter such
